LEPC Meeting – July 23, 2026
The meeting was called to order at 12:30 PM in the conference room of Scioto County Job & Family Services by Information & Emergency Response Coordinator Larry Mullins. A quorum was established.

I. The minutes from the April 23, 2026, LEPC meeting were emailed to the members for your review. Approval of minutes.

II. LEPC Financial Report for through the end of the Second Quarter of FY 2026:

III. Items of Business:
a. LEPC SFY25 Fiscal Report: A copy of the Scioto LEPC Financial Report for the period of July 1, 2025, through June 30, 2026, has been submitted to the state. A copy of the report was emailed to the membership for review.
b. LEPC Hazmat Plan: As required by ORC 3750, our Chemical Emergency Response and Preparedness Plan (Annex O of the Scioto EOP), also known as the “Hazmat Plan” must be submitted to the SERC for review and concurrence by October 17, 2026. Last year, Director Mullins completely updated the plan based on the recommendations in the review of the plan made by Brody Davis in 2023. The membership was emailed copy of the updated plan for review. The membership was also emailed a proposed resolution to authorize the submission of the updated plan to the SERC. If there are no questions or suggested changes to the “Hazmat Plan” I would like to entertain a motion to take a vote on the Submission Resolution.

c. EMA Planning Invoice: A copy of the invoice from Scioto EMA to the LEPC in the amount of $16,439 for planning services in 2026 was sent to the members. Are there any questions concerning the invoice. If not, we need a motion to pay the invoice when funds become available.

Harold Bell – SOCF – Low Staffing Levels. Currently down 52 officers. Hiring Event August 15, 2026.
David Dunlap – SOCF – Local Support Agencies (LSA) Meeting September 9th 11:30.
Amy Hamm – Shawnee Family Health - Crisis Intervention Team training upcoming. Flyer distributed at mtn.
Jake Schuldt – OSP – All is going well.
David Thoroughman – SC Sheriff – Upgrades to Sheriff Office building. Escaped inmate update.
Paul Sheets – SC Engineer’s – Reviewed County Road projects and timelines.
Chris Kemper – SC ARES – Amateur repeater working well.
Barb Setser – ASC – Nothing to report.
Chip Maillet – Chamber of Commerce – City, County and New Boston have non-voting seats vacant.
S. Will Mault – SC Commissioner – Eights months in and now official Commissioner.
Tammy Moore-Morton – SC JFS – SNAP Error Rate on the bubble, ten new children entered last week, and costs are ~$700.000/month.
Merit Smith – SC Commissioner – Discussed the County’s current financial position.
Chris Niziol – ODOT – Gave State Road projects update.
Hollie Eichenlaub – Centrus – Still hiring through Indeed. 1,000 construction jobs early 2027.
Lynn Wilbur – SOCCO – Still hiring. Aug. 19 graded exercise by DOD.
Lyvette Mosley – Portsmouth City Council – Discussed cleanliness of City and trying to attract residents. McKinley pool had 125 visitors during heat wave.
Jamie Neely – AAA7 – Passport transition to My Care taking place.
Michael Morales – Salvation Army – New Major – Offered canteen services 24/7.
Andy Cole – Portsmouth City Council – Discussed City Projects and Coles Blvd Paving Spring 2027.
Chris Neff – Portsmouth City Council – Discussed Coles Blvd paving logistics : traffic, dead-end streets.
Stephen Greene – SOMC Worksite Safety and EM – Working on updating EM policies at SOMC
Karla Taulbe – SOMC EM – New to position – Working on revisions to “Code” policies.
David Hall – SOMC Security – Nothing to report.
Chris (John) Dixon – New Boston Police Chief – Call volume up +400 calls to over 3,000 Calls for Service. Update on village projects.
Lori Mount – Ohio EMA Regional Supervisor – OEMA filling open EM Specialist position in SE region very soon. OEPA will remove dumped tires on the owner’s land if you self-report for free.
April Mattingly – Portsmouth City Health Department – Tire amnesty day. Food truck inspections for concerts and River Days. Update on Cyclosporiasis cases in SC.
George Moore – OVFA and Green Twp Fire Chief – Emergency response meeting soon with Holder construction and Goole reps for Franklin Furnace data center.
Jim Delabar – Retired Altivia Petrochemical – Nothing to report.
James Parsley – EM and Logistics Altivia Petrochemical – Recent ER drill went well. Sending ER personnel to training soon. Still looking for a few open positions. Capital investments are going well.

2026 LEPC/EMA CONTRAC SERVICES INVOICE

Subject: EMERGENCY MANAGEMENT AGENCY SERVICES
Scope of Work:
Services shall include but not be limited to the on-going development, preparation, exercising, reviewing, and revising the Chemical Emergency Response and Preparedness activities for Scioto County per Ohio Revised Code Section 3750 and Superfund Amendment Reauthorization Act (SARA) Title III Laws, and per the Scioto County Board of Commissioners’ Resolution designating the Emergency Management Agency (EMA) as lead for all chemical planning and response activities.
Framework:
Per resolution adopted by the Board of Scioto County Commissioners identifying Scioto County EMA as lead agency for chemical planning, training, and response; and, per the Resolution adopted by the Scioto County Local Emergency Planning Committee (LEPC) regarding a service annually for emergency coordination and information coordination of ORC 3750 and SARA Title III Laws. Resolution setting up agreement approved for on-going period with amount to be designated yearly.
Service Agreement Specifications:
The Service Agreement fee is set at $16,439.00 for 2026. The Scioto County LEPC is invoiced annually for one single payment for 52 weeks of service.
