LEPC Meeting – April 24, 2025
The meeting was called to order at 12:30 PM in the conference room of Scioto County Job & Family Services by Information & Emergency Response Coordinator Larry Mullins. A quorum was established.

APRIL 24, 2025, MEETING INFORMATION
The minutes from the January 23, 2025, LEPC meeting were emailed to the members for your review. Approval of minutes.
· Motion: Approve minutes from January 23, 2025 meeting – made by Chip Maillet
· Motion: Seconded by Jim Delabar
· Vote: Unanimous approval
· Resolved: Minutes from January 23, 2025 meeting approved with one modification.
· Modification: Dates for remaining 2025 meetings corrected to reflect 2025 in place of 2024.
I. LEPC Financial Report for through the 1st Quarter of 2025:

· Motion: Approve financial report – made by George Moore
· Motion: Seconded by Tammy Moore-Morton
· Vote: Unanimous approval
· Resolved: Financial report was approved without modification.
II. Items of Business:
a. Commodity Study Results: From July of last year through February of this year Deputy Director Lynn conducted the first ever Hazardous Materials Commodity Flow Study for Scioto County. A copy of the study was emailed to the members for your review. Bill will now present the highlights of the study.
b. 2025 LEPC Exercise: The 2025 LEPC annual exercise will be held this Saturday (April 26) from 10am – 2pm at the Washington Fire Department, 515 Calvert’s Lane, West Portsmouth. Beside Washington, Nile and South Shore, KY fire departments will be involved, along with Law Enforcement, Ohio EPA, ODOT, and Scioto County dispatch. The objectives for the exercise include Incident Command, Incident Assessment, Traffic and Access Control, and Notification of Response and Supply Agencies.
c. Propane Training: The Scioto LEPC will sponsor a Propane Responder Training on June 24, 2025, at South Webster Fire Department. The training is conducted by the Ohio Propane Gas Association and the Ohio Propane Education and Research Council and includes four hours of classroom and four hours of hands-on training. With propane being one of the top hazardous materials transported through the county this training will help our first responders be more prepared for an incident involving propane.
d. Election of New LEPC Chairperson: Bill Raison has been the LEPC Chairperson for many years, however since his retirement as Portsmouth Fire Chief, he has been involved in many activities that have taken him out of the area. It has been several years since he has attended a LEPC meeting. His absence has made it difficult to conduct LEPC business. It is time to elect a new LEPC Chairperson to replace Bill. I would like to open the floor to nominations for a new LEPC Chairperson.
· Nominations for George Moore to be the new LEPC Chairperson was made by Jim Delabar
· No other nominations were made.
· Vote: Unanimous approval
· Resolved: George Moore elected the new LEPC Chairperson
It was also felt a Vice Chairperson was needed in the event the Chairperson was not available.
· Nominations for Jim Delabar to be the new LEPC Vice Chairperson was made by George Moore
· No other nominations were made.
· Vote: Unanimous approval
· Resolved: Jim Delabar elected the new LEPC Vice Chairperson
III. Agency Updates: The meeting concluded with a roundtable of various agencies updating the group on the latest activities at their agencies.
IV. Adjournment
· Motion: To adjourn made by Debby Brewer
· Motion: Seconded by Chip Maillet
· Vote: Unanimous approval
· The meeting adjourned at approximately 1:30 p.m.
