The meeting was called to order at 12:30 PM in the conference room of Scioto County Job & Family Services by Information & Emergency Response Coordinator Larry Mullins. A quorum was established.

II. Items of Business:
a. Safety Message: Winter weather is coming, and EMA Deputy Director Lynn has some tips on preparing for the coming season.
Deputy Director Lynn had a handout and reviewed the Winter Weather tips with the group.
b. 2026 LEPC Grant Payment: Scioto LEPC received its SFY2026 Grant Payment of $17,651.00 and paid it into the county treasurer’s office on August 5, 2025. The funds will be used to operate the LEPC and conduct exercises over the next year.
c. LEPC Hazmat Plan Update Submission: The Scioto LEPC Chemical Emergency Response and Preparedness (Hazmat) Plan was submitted to Ohio EMA’s Brody Davis on August 13, 2025, for his review before submission of the updated plan to the SERC by the October 17, 2023, deadline. There were many updates to the plan. Once Mr. Davis’s review is completed, he will submit a recommendation to the SERC to either “Concur” or “Refuse to Concur” with the updates to the plan.
Ohio EMA Brody Davis was in attendance and stated the plan has been submitted to his supervisor Lori Mount for her review. He expected the plan to be presented at the Dec 10, 2025, SERC meeting for concurrence.
d. LEPC 2026 Exercise: Next year starts a new four-year annual hazmat exercise cycle. The 2026 LEPC annual exercise will be a Tabletop exercise. A Tabletop exercise is a "verbal” walk through or discussion of the response procedures. It is designed to evaluate plans and resolve questions of coordination and roles. It must demonstrate at least three and not more than five objectives as listed in the Ohio Hazardous Materials Exercise and Evaluation Manual. In order to get ready for next year’s exercise we need to appoint an exercise planning committee chairman.
A discussion was held and the recommendation to appoint LEPC Chairman George Moore as the Exercise Committee Chairman was approved by the group. Other members of the Exercise Planning Committee include Jim Delabar, James Parsley, Director Mullins and Deputy Director Lynn. Ohio EMA Brody Davis will be included as the Exercise Planning takes shape.
e. LEPC 2026 Meeting Dates: The proposed quarterly meeting dates for 2026 will be Thursday, January 22, 2026, Thursday, April 23, 2026, Thursday, July 23, 2026, and October 22, 2026. The meetings will be at 12:30 pm in the conference room of the Scioto County Department of Job and Family Services, 710 Court Street, Portsmouth.
III. Updates:
Deputy Director Lynn updated the group on a few items at EMA.
1- The CodeRED Emergency Alert System is being updated to a new platform. All current people in the system will be imported into the new system with no end-user impact.
2- Scioto EMA has secured a grant to hold a Lithium-Ion Battery Emergency Training. The class will be held on Saturday, March 7, 2026, at the Washington Township Fire Department in West Portsmouth. This will be a 6-8 hour class with a hands-on component with a training Tesla automobile. Signups will be in in late December/early January. The class will be free and open to Fire, EMS, and Law Enforcement.
The meeting concluded with a roundtable of various agencies updating the group on the latest activities at their agencies.
JFS Director Tamela Moore-Morton (excused absence) wanted to share with the group that Trick or Trunk at JFS will be Thursday, October 30, 2025, from 5PM-6:30 PM.
Chris Niziol, ODOT – shared several upcoming roadway projects and some long-range planning projects throughout Scioto County.
Steve Hamilton, Village of New Boston Administrator – Discussed some pump station and sewer upgrades in the village.
Harold Bell, Major SOCF – Discussed recent paving that ODOT worked with them in completing and the future expansion of SOCF in 2030. Increase in population once construction is complete.
Brody Davis, Ohio EMA – Discussed the upcoming interviews for Dan Endrizzi’s replacement and exercise planning and river mapping initiatives.
Nate Lawson, OSP – Discussed distracted driving and the move-over Law. Stated there aren’t exceptions for anyone. Slow down and move-over. Stated a Trooper from Portsmouth post was struck in his cruiser last night by a semi while on a traffic stop. Trooper was ok; however, another Tropper was killed this past week by a motorist who didn’t move over and struck his cruiser. Also discussed an OVI checkpoint in Scioto County upcoming.
